From what I've read in #chat, it seems that Waldsic is building on territory belonging to Montequercus and has allegedly annexed it. As is written on this page and the Battkhortostan page, Montequercus is a part of (this was the view of Yugotexas)/is a vassal of/is a protectorate of Battkhortostan.
