Depends entirely on the nation's rules. If secession is deemed illegal in a nation, then a settlement's freedom needs to be won in a war of independence (or with bribery I suppose). No nation can deny its members to pack up, leave, and go elsewhere though.Secession is allowed only when PPA does it.
