With the absence of Australia, the server needs a place to banish undesirable elements, and a sturdy jail built in the hellish depths of the Nether would be just that. Think a large space, bedrock walls, floor, and ceiling, the jail spawn area populated with a few patches of dirt, a chest of sparse tools and seeds, and a whole lot of netherrack and lava.

There should be an alter at spawn with regeneration and a pool of water so that any player in peril of their life can simply type '/spawn' and hopefully save themselves.
