Nationhood Law Reform by Texasball

All existing nations and nationhood appliants are obligated to comply the new territorial laws.

The player Texasball (also known as YugoTexas) proposes to ratify a not widely know rule to apply for nationhood. Moreover, he proposes to add a new rule.

Having a minimum population of 15 registered players as citizens.
Having defined borders in a map.
Agreeing to the rules of engagement.
